It should be noted that no single role or individual can own the solutions to all these barriers. Some barriers can be addressed by teachers or employees, some by instructional designers, some by administrators or supervisors, some by policy makers (both internal and external) and still others by other stakeholders. Achieving a truly universally designed system - be it a school, organization, company or government agency - will happen when all parties address these different barriers.
